say for example the putt is for birdie and you wait till after 10 seconds and then it drops, you will recieve a one stroke penalty, but you will end up with a par, which will be the same as walking up to the ball and tapping in for par. is this correct?

You have to count to 7 (seconds) then putt it. Make sure you hit the ball within 3 seconds . Or it’s past ten seconds … ha ha ha.
